Can a PA owner of a car have the insurance policy with only his wife's name on the policy due to him having lost his license?

If your wife jointly owns the car yes, but I believe the ins co will list you as an excluded driver, meaning there is no ins coverage for you or the car if you drive. If your wife doesn't own the car check with ins co, I think they'll still issue the policy with you as an excluded driver. So make sure you do not drive. When your license is reinstated contact the ins co & let it know so it'll cover you.
