Legal Question in Intellectual Property in Pennsylvania

Would it be a violation if any laws(for examples copyright laws) to upload the solved answers to high school and college textbooks online and make them available to download for free?

Back in the 1970's I served as a Deputy Attorney General of Pennsylvania. I helped with a "consumer fraud" lawsuit against a number of companies that were selling term papers to college students. The theory was that the term paper companies were helping the students defraud the colleges that would give them grades based on the contents of the term papers that were supposed to have been independently written by the students. And as a result, the grades of other students who had not used the term paper mills were comparatively lower than they would have been.
