Legal Question in Juvenile Dependency in Pennsylvania

My brother, who is mentally retarded, but not severely lives in a group home. There have been incidents where his health has been neglected. Even though he is on the high functioning side, he is easily influenced. Can I become legal guardian over him? I already have medical power of attorney, but every time I make an issue regarding neglect of his health, they react like I am a fishwife who flies off the handle.
