Legal Question in Juvenile Dependency in Pennsylvania

I live in PA, my son is 17. He will be 18 in September. He is verbally abusive and refuses to follow any house rules. I want him to move out when he turns 18, but was told he would need to be emancipated because he is still in school (might not be by fall, as he is failing all courses).

How do I petition the court for emancipation and begin the process of eviction? I would like this to be in place when he turns 18 as his abuse is taking a toll on our entire family, and it seems we have no recourse at this time because he is neither suicidal or homicidal. Thank you for your help.
