401 k discrimination

my employer held my pay check until i bring them in my papers to join their 401k plan (after i told them i didn't want to join) is there a law protecting me from this?

Yes. The Pennsylvania Wage Payment & Collection Law prohibits an employer from holding a paycheck that is otherwise due to force an employee to sign a release or other contract. They can require you to participate in a 401k plan as a condition of employment provided the requirement is applied to all employees but cannot hold back wages already earned.
