can an employer ask for more then a criminal background check if their is history over 13 years old?

Empoyers have every right to set the standard for potential employees, so the short answer is yes. The age of the criminal record however, suggests to me that perhaps you should consider applying the to Pennsylvania Board of Pardons for a Pardon.
