my last employer never gave me my last paycheck

i quit my job november seccond when i receaved a paycheck that was way short with a note attached to it saying your pay rate has now beed droped to a lesser amount with no explanation as to why. I tried several times to contact the owner but he will not answer or return my calls. then he denies me my final paycheck all togeather and that was only for 3 days of work but after ripping me off on my last check i dont want to just let him get away with it. i also had a bunch of sick and vacation days saved up can i get paid for them???

You asked about paychecks.

You simply need to file a complaint with the department of labor wage and hour division. An employer is free to change an employee's pay rate going forward, but cannot do so retroactively. In other words, an employer can't stiff you on time you already have worked. An employer can renegotiate any time it wishes as the employee is always free to leave.

I suggest you let the state go after the dirtbag and if they don't come through then sue. You also have an unalienable right to be paid for unused vacation time, but whether you should be paid for unused sick time is often case specific and often results in a no.
