forced to be on call 24/7

Can my employer force me to be on call after my normal working hours of 7 AM to 3 PM mon to fri?

I work for a municipality public works dept. I am certified by the state D.E.P as a sewer system operator. I currently recieve a salary of $100.00 per week on top of my hourly salary to act as the system operator.

Thay are hiring a 2nd person to assist me pay him a hourly salary plus divide the $100.00 salary between the 2 of us.

The person they have hired has no experience or licenses to do the job.

Can i refuse the extra job of sewer system operator without any rataliation twards my regular hourly work?

In most situations, there has to be compensation for being required to be on call.
