I was hired by a temp agency for a job in a hospital, now they have asked me to work full time thur the company I was temping at. However, I made a 1.50 more a hour than what the company is offereng me to stay. Is this legal? How can I work the same job and
my pay goes down? Its a rip off , what should I do ? My boss says they dont have enough to pay me, because, the city of Philly nevergave the the grant they were to recieve. Can you please tell me what I should do?

You asked about pay.
An employer can pay an employee anything that the employer wants to pay the employee. As long as the pay is prospective (going forward) then the employer and employee are free to change their relationship at any time and for any reason.
Your options are to either accept the situation, not accept the situation or change the situation. Maybe the employer can hire you directly and pay you the same rate instead of paying your rate plus the amount the temp agency gets. Or the temp agency can take a little less money and keep you as an employee.
I guess it all boils down to how badly you need the job and the pay and how much the employers like your work and work ethic. Be creative, maybe you can work 3/4 time at your previous pay until they have the funding to pay you for full time.
