mandatory training as part of recruitment

Is it legal for an employer to require a job candidate to attend 20+ hours of mandatory 'certification training' that includes orientation to the company's policies, procedures, etc. prior to hire? Also, is the employer required to pay the job candidates for attending these training sessions with or without any guarantee of employment?
