Medical Confidentiality

I currently work in a small business of about 50-75 people (incorporated). One of my employees, and very good friends, recently informed our manager - also our HR person non the less - that she was pregnant and experiencing complications. She made aware that there may be a possibility of bed rest during her pregnancy as she is high risk. We have recently found out (from a manager in another department) that her medical conditions were shared with at least 2 other managers in our organization. Can such information be shared with others without consent of the employee, if they claim it is necessary to make a ''business decision''? Also, must my employee have requested signed confidentiality by our HR Manager in order for her medical conditions to be kept, as we assumed they should have been, confidential?
