can overtime hours count as regular hours in a pay period?

It depends on what you mean by overtime hours. In Pennsylvania, one must actually work in excess of 40 hours for time and a half to apply. If you took paid personal time, paid time off, vacation, etc in the pay period but only actually worked 40 hours or less, you will be paid for more than 40 hours (e.g hours actually worked plus vacation time) but it will be paid as straight time unless your employer has a policy of paying premium rates for PTO, vacation, sick or personal time.
