Reimbursement of repair costs

I am the maintenance person for a Borough in Erie County, PA. The borough does not provide any tools or vehicles for the job and requires that you use your own. During a recent snow storm the Borugh did not have a snow plow contract (due to internal conflict). During said storm I used my vehicle to make a round of the Borough to ensure that streets were passable and no trees/wires were blocking passage (normal duties). The exhaust was torn from my vehicle by high snow. After repairs I turned in the receipt to Council. Council has decided at this point not to reimburse me for the repairs. The Borough also has an insurance policy that covers the personal vehicles of employees when used for Borough jobs. Is this bill something that the Borough should pay for? Should I turn it into their insurance? If they opt not to reimburse do I have any recourse?

Are you an employee or independent contractor? What you're describing really sounds like independent contractor, but you may be an employee. Please clarify.

Also, I would guess the borough is saying that you were not "on the job" when the incident occurred. If they have an insurance policy to cover situations when you are "on the job," then this is the question being presented.

Do you have a contract? Union contract?
