Required Work During Personal (Unpaid) Time

Is it legal for a company to require its employees to perform a work duty on what is expressly stated as non-working hours without pay? Also, is it legal to require employees to perform a work duty on personal time without reimbursement for expenses incurred in performing said duty?

In general, the answer is no, your company is not allowed to do that. Under the FLSA, which is the overtime statute, most employers are not allowed to do that (with exceptions).
