Legal Question in Employment Law in Pennsylvania

Salary pay reduction and empty benefit promises

I am an office mgr for my brother's small construction company and I am very disillusioned by his labor tactics. I began as an hourly employee but was immediately changed to salary because it was more beneficial to him. I was also promised many things along the way in terms of 401K, health benefits, and vacation time-all of which he has taken back from me at one time or another when he has gotten mad at me. He has only given me the vacation time back, nothing else. He tells me that he can do anything with my benefits and paychecks because it is his business and who is going to say he can't-is he allowed legally? Recently he has told me that he is reducing my paycheck because he has fallen on hard times financially-can he legally do that? Why doesn't he reduce his own paycheck then-I am the one who processes and sees them. He isn't going to reduce my hours though-does that make a difference? I just find it very discerning that he can do whatever he likes to me as an employee and I have no rights legally? He also tells me that I don't need the money because my husband has a good job but that shouldn't even matter to him. Please help because it is only causing hard feelings among my family and I really do need the paycheck.
