Legal Question in Employment Law in Pennsylvania

tuition reimbursement not paid.

My daughter works at Best Buy in PA. She was promised tuition reimbursement if she maintained full time status and a certain grade point average in school. After having done both she was denied the payment. They are telling her they don't have the money to give her. She was counting on that money to help fund thid years college and has dropped out because she can't afford to pay it. What can she do about it?
