Vacation pay

I have given my employer the required 60 days notice to terminate my employment. According to my contract which was renewed on March 1, 2003 I am due 20 days of paid time off. The requirement is a written notice of intent to take time off. No where does it say they can deny my request, nor does it say that time is accrued over the year. It simply says I will receive 20 days over the course of the contract period.

Is it within my rights to give a written notice of my intent to take the last 20 days of my employment as PTO? Can they deny my request?

It depends to a great degree what your employment contract says. If the contract contains no provision about the accrual of vacation time during the term of the contract, you could make the argument that you are entitled to be paid for those 20 days vacation upon your separation.
