vacation/unpaid time off

can an employer offer unpaid time off and make you take all of you vacation first. for example, i want to schedule an unpaid personal day (we get 5 a year) they tell me i have to take vacation time until it's gone and then use unpaid personal time. i only have 2 days vacation right now and if i have any requested days off i have no choice but take vacation time? any advice?

You asked whether an employer can enforce policies about how leave must be taken.

Yes, employers can set reasonable and fair policies about how leave must be used as long as such policies are applied without discrimination.
