Veterans being hired?

In Pennsylvania is there a law that states that all being equal in applying for a job. That the Veteran would be the one give the job?

No, there is no general legal preference for veterans. Though many competitive positions in local and federal employment provide for a qualification bonus for veterans.

It is not unlawful for an employer to provide a preference for employing veterans. Though it would be unlawful for an employer to discriminate against veterans. Just as it would be unlawful to discriminate against any protected class. Unlike most other protected classes, veteran status can be seen as a qualification and can be accorded preference. Whereas a particular religion, race, ethnicity and often sexual orientation cannot be used as a qualification for employment. But note that here are certain limited situations where dependence on protected class status may be appropriate in employment situations.
