Withholding over-time pay?

Can an employer with hold over-time pay as a form of reprimand/punishment?

Pennsylvania law prohibits an employer from with holding wages for any reason. If your employer does not pay you wages that you earned, you have a cause of action under the Wage Act. This law may entitle you to additional compensation and, if you are successful, requires that the employer pay your attorney’s fee.

All of the facts must be considered, but generally, the employer cannot withhold the money if you already worked for and earned the money.
