Legal Question in Employment Law in Pennsylvania

I work as an IT consultant and I am a W2 employee employee of a consulting company that has assigned me to a client location for an assignment/project. I've been paid on a regular bi monthly frequency for the past 8 month. The client is refusing to pay an invoice for a recent 2 week billing period (80 hours of my time) claiming that the work was of substandard quality and my employer says they will not pay me for those 80 hours because the client will not pay them. Upon accepting employment for the consulting company, I signed an employment agreement and it does not include any provisions for not receiving my pay if the client does not pay. Can they legally do this

All employees in Pennsylvania are required to be paid their agreed upon wages when due. If your wages are not paid, you may have a claim for breach of contract and a claim under the Pennsylvania Wage Payment and Collection Law which allows for the recovery of the unpaid wages, liquidated damages in the amount of 25% of that amount or $500 whichever is greater, attorney fees and court costs.
