Apartment Charges

I live in an apartment building with 36 other tenants. A party was hosted by someone else and damage was done to building property in the main hallway area but the property manager can't prove who did it. She claims that every tenant of the building will be billed for the damages since no one will come forth. Is this legal for her to do?

She can try but lets just say 30 residents just don't pay. What will the landlord do? Take all 30 to court. She'll want to be paid for damages but she'll have to prove by a preponderance of the evidence that those named actually did the damage. There's the fly in the ointment for the landlord.
