Can I bring my lanlord to court

We have been living in our apartment for 6 months. We have no signed lease. When we moved in there was mold and when it rained it would leak through the entire apartment. We have with-held the past 4 months rent. We have sent a letter on 3 different occassions explaining that rent was being with-held until the apartment gets fixed. The lanlord tried to forceable enter his way into the apartment, then called to say if he didn't receive his money the utilities would be turned off. The living conditions both in and outside the apartment are unsafe. Uncovered pool full of water with no fence around it. The township has done nothing. We do not feel as though we should have to pay 4 full months rent we would much rather find another place to live. Can I bring my lanlord to court for the living conditions and harassment suffered thus far and possibly settle for 1 months rent and hopefully getiing the building properly inspected? There are no smoke detectors, the fire extinguishers are expired. Do I actually have a case if there is no signed lease?
