Legal Question in Landlord & Tenant Law in Pennsylvania
My children rented an apartment in Philadelphia about a month ago. Signed a one year lease. They immediately noticed bugs and reported it to the property manager. There have been approximately 3 exterminator visits so far, and the building still has this problem. Initially, they were told they are water bugs, but another exterminator that arrived for the problem advised they are in fact cockroaches. Is this provocation to break their lease without penalty?

In Philadelphia there is a Housing Authority. They should ask the housing authority to take action. If the infestation is bad enough it could be grounds for terminating the lease.
