Civil complaint
I have a lease agreement signed by 2 individuals both have jobs. The 2 individuals break the lease, and have moved out. There is an outstanding balance that is owed. One of the two has made arrangements for there half of the outstanding balance. Can I file a civil claim against the other individual even when both are named on the lease?

You need to see what the lease says. Are the tenants "jointly and severally" liable? If so, you clearly can file against one only. On your facts, even if it doesn't you should be able to because you are only going after that person for what they owe.
