Legal Question in Landlord & Tenant Law in Pennsylvania

My father lives in a residential area and there are 3 lots that are owned by 1 person .. He told my dad that he could park his car next to the house.. That was over 20 years ago.. My dad took care of this lot since then .. Cutting grass shoveling snow and so one..they have been trying to sell their house so they can afford burial.. I called city hall to have the other properties cleaned up. Now they are saying my dad can't park there he's 87 and can't walk to far.. Does he fall under grandfather law since he's the one who took care of half of that property?

The term you're looking for is adverse position. Which doesn't apply as one of the facts that have to be proven is that your father's use of the property was hostile. It wasn't he had the owners permission so even after 20 years he can't use that to get possession on the land.
