When a landlord agrees from a pregnant woman to accept late rent, then hand delivers an eviction notice that is not certified or notorized can he evict her that way?

First off what does being pregnant have to do with anything?
He better had handed her a notice to quit. What would have to be certified with that I don't know. All notarizing a document does is provide a witness who can say who signed the document. I'm not sure it matters much who signs a notice to quit.
