what a landlord is responsible for

I just moved into a apartment.I discovered that my phone jack doesn't work. I called the phone company who told me they are not financially responsible for the repair. I called my landlord to let her know about the cost and she said she is not responsible by law to pay for the repair. Is this true? I live in Philadelphia, PA.

The landlord isn't responsible for the inside wiring. Further the phone company is only responsible to the demark. That junction where the inside phone wiring connects to the telephone company.
