Landlord sitting on rent checks and not giving us water bill

Our landlord gets the water bill for our apartment and sends it to us. We have not received a bill since March 2006. When we call the landlord all we get is an answering machine, leave messages but no return calls from landlord. I have no idea who their relatives are to call them. Also they have 4 outstanding rent checks we have sent them. You think they would want the money esp. around the holidays. Do you think I should call law enforcement to go to their house to see if they are okay? They do not live near us for us to go ourselves. Is there anything legal we can do? Thanks!

I don't see why you should not call the authorities to see if they are OK.

You have some risk that if the water bill is unpaid that your water will be shut off. So I would call your water supplier and ask if you can get the bill current. You might also want to check with the local real estate tax authority to see if the property taxes are paid as well.
