What must the landlord do for the tenants

What must the landlord provide the tenants with such as; smoke detectors, new blinds, help with dangerous bulb replacement, cleaning before entering the house?? Such things as this.

Smoke detectors are likely required by local ordinance. What is "dangerous bulb replacement?"

Basically, the landlord is required to provide a habitable apartment, meaning one that is safe and livable. There are no requirements about cleaning and blinds, etc.
