Lanlord Wants to do construction

I have a landlord that wants to come into our house and paint while we are still living there. I asked to wait until we move out at the end of December and she insists on painting. Mind you there is no ventilation in the house because you cant open the windows(she had them sealed so no one could break in) and it is the middle of the winter. IS THIS LEGAL.

I am also having a problem with the utilities. She wants me to transfer them into her name at the end of the lease and I called the companies to see what I could do and they said I would have to pay installation charges. What should I do? I don't want her coming back to me next month saying I owe this money for utilities that I didnt use.

Your lease will detail the landlord's right to entry. Most lease only allow entry for emergency repair or with the tenant's permission. As to the utilities, I would have them turned off for when you leave.

This all depends upon your written lease, if you do not have one, then it based upon several other factors.
