Leaky ceiling
I live on the 2nd floor of a 3 story building. When it rains heavily, my ceiling leaks. This is the 3rd time this has happened.
The first time it happened I called the Landlord and he told us that he wouldn't be able to do anything until the rain stopped and he'd be out Monday (it started on a Saturday).
He came out on Monday and looked at the problem and said he'd come and put kills on the ceiling, but never came back out. Since it had stopped leaking I didn't pester him about it, because he's a busy guy.
The second time it happened it wasn't very long that it occurred so I didn't call.
This is now the third time and the ceiling has severe bubbling. I tried calling the landlord and he's out of town until July 8, 2008, but his voicemail left a number for emergencies.
I called the emergency number and got a voicemail. I left a message explaining the problem.
I also called his business and left a message their too.
I had to move all my things out of the bedroom, so they would not be damaged.
If he doesn't fix it or my things get damaged (or the ceiling caves) what are my rights?

You have the right to a roof that doesn't leak under the implied warranty of habitability. That said before you can go enforce that right you need evidence. Specifically you need to inform your landlord in writing.
As for damage to your personal property that should be covered by renters insurance. That way you get paid for damages. If the insurance company thinks he should pay they will sue him.
