legally can a chevy express van also be considered a passenger van since it does have a passenger seat?

You have listed this question under the subject of landlord-tenant. I would need to now why you need to know whether a an "express van" could also be considered a "passenger van". I am guessing that your landlord has some type of prohibition of parking a commercial vehicle on the rented premises. You wish take the position that the express van is actually a passenger vehicle because it has a passenger seat. If this is correct, then I would ask you whether the express van has any printing or business name painted on it . If you lease that prohibits the parking of commercial vehicles on the premises, and your van is clearly a commercial vehicle, with the name of a business or advertsing on it, the landlord can do this. If, on the other hand, your van is simply a cargo van with 2 front seats and no advertising, I see no problem. Its actually no different than a pick-up trick.

I am not aware of any legal definitions that would differentiate an express van versus a passenger van, although i believe there is a difference between a commercial or business van and a private passenger van.

If this answer is off the mark, and you are asking this question for a reason that has nothing to do with Landlord/Tenant--Insurance for instance, I suggest that you repost this question under a different category or otherwise re-post your question and provide more details about why the differentiation of vehicle types is important in your situation.
