Legal Question in Landlord & Tenant Law in Pennsylvania

Hello. Can a manager who manages low income housing ask for a copy of the tenants debit card and a copy of the balance after the tenants have submitted their monthly income documents that was given to them from the source? If the source where the tenants get their income from is telling the manager this is what they receive every month, why do the manager need their debit card information and the balance on the receipt?
