non-payment of rent

I rent a garage to a gentleman with a lease who has not paid me for 11 months. He has moved and I have no address for him, only a cell phone number which I have left numerous messages. Can I change the lock on the garage door and not let him in until he pays me some rent?

Probably not. It might be considered a self help eviction. You night won't to post a notice on the garage notifying him you want him out.
