what are the penalties of a landlord renting with out following pa code .. ie no renters lisence no business privelage liscense and didnt give us hand book or other paper work required

The biggie is not giving you all the lead paint booklets and disclosures. Whether he has the proper licenses for his business are not an issue you can raise. The authorities can but not you.
