Under Pennsylvania law, do renters pay school taxes, and are they deducted from their paychecks?

Huh? Are you talking about property taxes? These are paid by the landlord and are obviously included in landlord's determination of how much rent to charge. If you're talking about wage tax, yes, renters pay wage tax, which should be deducted from paycheck in most circumstances.
