Legal Question in Landlord & Tenant Law in Pennsylvania

My question is about a landlord/tenant dispute. I am the owner of a property and my tenants informed me that they can not live together anymore (Mother, Son, & grandson). The mother picked up and moved out leaving her son and his special needs toddler on their own. A week later both the electric and water were shut off and I fought to get them turned back on for the son and his child. Now we are half way through this month and I have yet to receive the rent and my property looks like the tenant that is still living there is jumping ship. I have made serval attempts to contact both tenants on the lease and neither will respond. I went to my property and discovered the backdoor ajared. I entered the property and checked the premises out. All of my tenants belongs were packed up other than the larger items. After attempting to get ahold of the tenants again I changed the locks on the house.
I received a all the next morning from my tenant trying to enter the property, cops were called and information was taken. This morning I receive a phone call from a Judge asking me what happened and told me that this was illegal and we'll have to settle this dispute in court.
My question is at this point, how can we civially resolve this dispute in a professional manner and how can I get the tenant completely removed from my property so I end up losing out on not one month's rent but two?

A landlord has no right to lock the premises and keep a tenant's goods. Bring a proper action to evict the tenant. Once the tenant is out and you have recovered possession, then you can change the locks.
I would suggest you discuss this with an attorney familiar with the Landlord Tenant Act. You must comply with the provisions contained in it.
