Raising of Rent

My landlord is raising my rent by $20/month and I was wondering what the maximum percentage legally, rent can be raised in the state of Pennsylvania?

There is no maximum that rent can be raised. Rent can, of course, only be raised at the end/renewal of a lease. But the amount of the rent is a matter of a contract between you and the landlord.

Whatever the market bears...if your lease has ended or will end shortly, your landlord can increase the rent to whatever he wishes, nothing requires you though to renew.

If, however, you are in the middle of a written lease, it is doubtful your landlord can do so, unless it specifies otherwise under the lease terms.
