HI. I rented an apartment in Philadelphia, PA, six month lease. My landlord was supposed to give me the electric meter # in order to put it in my name. I asked him several times and he never did. He then started going off on me about how it was supposed to be in my name. Am I responsible for the utilities during that time? I've moved out at end of lease and I can tell he's going to keep my security deposit, I assume this is one way. another is I painted the walls because he never finished painting them, it was primer on the walls and trim. I paid for and painted the walls and trim, after I asked him if I could. He said yes. Now he's pretending he's LIVID that I painted, even though we both know he never finished it before I moved in. Can he charge me for repainting? I asked him if he wanted me to paint it back the flat white and he did not respond at all.

You should have semt letters about the meter number and the painting in writing. Letters can be brought into court phone calls can't.
