Legal Question in Landlord & Tenant Law in Pennsylvania
renters right?
My friends and i rent a house in philadelphia where 6 temple university students live. The house was just built and we are the first to reside here. For background we were supposed to be able to move in june 1st but he didnt have the house ready til august 1st and we have had problems ever since. Last week our ceilings leaked in multiple spots in the rain on a ''brand'' new roof...days later our basement flooded b/c of a pipe backup forcing people to walk in and out of our house for days on end tracking human waste through the house from the pipe backup in the basement. Our landlord promised to bleach everything to remove the feces. Furthermore we were forced without water for 3 days..no showers....toilet...or sink for 3 days. He made no arrangements for an inhabitable lace for us to stay or at least use the facilities. He came today after more workers tracked through our house again and complained we dont keep the place clean and he will force us to pay a cleaning service or evict us.He also threatened to change the lock to our basement so we could not access it. The basement is where we do laundry and is ours according to the lease. Does he have the right to take our basement and do we have grounds for legal health action.

Re: renters right?
Philadelphia has a landlord tenant court on S. 11th St.
You may also want to file a complaint with license and inspection department.
Let the court assist you with this mess.
Good luck to you.
