am currently renting a shop and running a small bakery my landlord is trying to tell me what hours I can be open can he do this

Only if the hours of operation are set forth in the lease. If you are a free-standing store (as opposed to being in a mall), and there is no provision in the lease, then your landlord cannot limit your hours of operation.
