Security Deposit Increase?!?

After living in my apartment for 4 years, my landlord is now requiring an ADDITIONAL $60 for the security deposit. (Increasing the amount I paid/ deposited 4 years ago.) Is this a regular and legal occurrence?

The landlord may only keep 1 month's security for a tennant of your length. In addition you are entitlted to the interest earned on your security deposit at the end of your tennancy.
