In the state of Pennsylvania, can a landlord enter your apartment at ant time and can you mandate that you are there when they access the apartment?

Generally the if notice must be given it spelled out in the lease. Most landlord give notice so they no pets are contained. There are times they might not have to give notice such as emergencies.
