I currently live at my apts and paid a transfer fee of $250 to move into a larger 2bdrm apt. My lease I just renewed and it exp april 09. I paid 1500 rent and security. Legally can they charge me rent and security again?

I assume that they are letting you out of your lease because you are moving into a different apartment which being larger they may charge additional rent. They should return your security deposit to you and then you would have to pay another security deposit unless they simply are transfering the security deposit for the first apartment to the second. You should discuss these issues with the landlord.
