If a tenant's lease is about to expire, and one occupant wants to extend it for an additional year, can an addendum extension be issued to the person individually retaining possession of the premises and a certified letter mailed to the other tenant advising of non-renewal of his lease and can the security deposit remain in tact?

Why? It would be better to terminate the current lease and sign a brand new lease with the occupant that wants to stay.
