Does a landlord have the right to require tennantsd to pay utilities after switching to individual meters when the lease states the utilities are paid by the landlord

If the lease states that the landlord pays the utilities, then the landlord can't change that without the agreement of the tenant. However, when the lease is up for renewal, the landlord can ask for a change of terms,like the utilities.
