Legal Question in Landlord & Tenant Law in Pennsylvania
I'M having trouble with my landlord he wants me to sign a lease I sign one when i move in I been here 5 years now 4 without one so hes telling me if i don't sign one I have to move so can he do this

Yes and why wouldn't you want a lease as it protects you as well as the landlord.
