Legal Question in Landlord & Tenant Law in Pennsylvania

a few weeks ago, someone had set his own apartment on fire because he was getting evicted. due to that, there was a lot of smoke damage done, so bad that left the 3rd floor of the complex, (where my apartment is located) homeless, we do not have renters insurance but the thing is, the land lord and owner of the building, had said, and there are witnesses, that the third floor would be locked off, and leaving our possessions, and furniture our apartment untill the floor was totally reconstructed, was OK. and said that we shouldn't be quick on moving our things out, also and that no one would be in the apartment without my knowledge to only people aloud on the 3rd floor are the cleaning service, who were suppose to be working on the hallways only untill the tenants that had been placed out, were informed. but today, i had stopped by asking to go to the apartment. my landlord let me upm i walked into my apartment, and ALL of my electrical devices were gone...stolen. from laptops, to big screen tvs, gaming devices, the whole 9yards.. closets were emptied, and drawers were gone throw as if we were litteraly ransaked. me and my daughter, and the other tenants, had noticed by stopping by fequently that if you ask one of the cleaning men, NOT the landlord or owner, to go up to your apart. they let you up, them also having extra keys to every apartment on the damaged floor without checking for ID or proof of living there, also the landlord had no known any of the men working there and had no lists of names recorded, so any of those men could have walked in off the street. when i informed my landlord my items were stolen, he had informed me, that there were many people going in and out of my apart. without my knoweledge, i filed a report, and took plenty of pictures, in case of evidence needed. my question is, can i sue my landlord, or the owner of the building and the cleaning service, if no one confesses or remberses me for my stolen belongings, after i was told, it was "safe" for them to be left in my apartment.

Without renter's insurance you 're probably out of luck. So why didn't you have renter's insurance?
