Do I have the right to obtain my files from an attorney that I have chosen to leave in order to retain a new attorney?

Yes, with limitations. You cannot obtain his work product (legal research, etc.). He may have a lien on your file for fees that are due depending on the circumstances. Your best bet is to meet with your new lawyer and let him/her work out the transfer with your former lawyer
